Have you tried Latex paint mixed in for water proofing yet?

I have made nests from a variety of materials in the past, anything from wood to mortar. I suggest a lime coat if you do papercrete. (just for the hardness) and also a lip or hat on top that extends over the hole by at least 4 inches. (People get upset if a robbin or crow or seagull lands on top and calls to and then eats the baby birds).
And the mommy bird is none too happy about that either.
Generally no perch at front or underneath is needed, just the hole and the cap.
I make detatchable bottoms too so that you can screw it off and clean out in the winter. Lots of bird parasites live overwinter in the nesting material.
