Should work fine if you had a large enough engine and you started it up prior to putting any paper in the water.  I remember seeing a video of a guy in Colorado or New Mexico, with a pretty wimpy electric motor slowly churning his batches of PC.  He did say it was underpowered and needed care to finish his batches.  His final product was testament enough it should work.  I don't think direct drive would work very well though.  You would need to slow the blade down with a pulley system to allow high RPM on the engine (more power) and better efficiency at the slower blade speed.

Any thought on whether a lawnmower engine would have enough power to mix PC? I mean, a lawnmower... with a long neck between the motor & the blade...that you just set on top of your tub?
