I can't tell you that there is one place that says one can build non~code buildings in some places in the US. This site, the National Association of Counties,  lists all the counties in the US and the pertinent contact info:

Many counties, like ours, have no 'codes' and much of what is built here is locally referred to as 'hillbilly engineered' and no one approves anything but, legally, where the county has no code of its own, I believe, building is supposed to comply with a state code.
There are probably a lot of other people on this list that know more about it than I do.  Clarissa

I have a cynic to convert. Could anyone point me to somewhere that clarifies that one can build non-code buildings in some places the US? And ideally explains where?
