It should to work great for that, lime helps it stick in place and will give you a bright white finish. Lime slurry is used as whitewash. You won't need chicken wire or mesh if it is applied to a nice rough papercrete wall. 

I've read that lime eventually absorbs the CO2 and turns back into limestone. That reduces the impact of making the lime quite a bit, just takes a while.
