I have not done a 2 story structure, though my big dome is about 18' at the top but that's a different method with a steel framework inside.

With the slipforming I have done, though the lower exposed layers do get dampened from the drainage of the upper layers, they don't even come close to liquefying. The only way to make papercrete that has set up back into pulp that I have found is to toss it into a mixer with a blade that will chop it up.

IMHO there should be no problem with two story pc buildings as long as you make the bottom thick enough to be stable. For one story I like 12" thick, for 2 story I would want 18-24" at the bottom and tapered down to 12" at the top of the second story, similar to what is done with adobe.
