Of all the different papercrete mixes and handling techniques I've  experimented with, I've never found one that I thought would better for  building a boat than other materials already in use.  I love papercrete, but it's not the best solution for every problem.  I'd look at ferrocement boats.  They make infinitely more sense to me  than papercrete boats.
