Block, no, haven't tried that. When I did my dome with sprayed and hand packed layers, I made the inner layers from just paper, with no portland cement. The outer layers have portland cement. None of my pc has dirt in it. If you add the outer layers while the inner layers are still wet, then there is no problem. If you wait too long and let the layers completely dry then there is a difference in shrinkage and a tendency for the layers to separate.

Rebar in papercrete ends up being surrounded by a void and does not add much strength, other than holding pieces together if you should hit it with a truck or something, or if you live in an earthquake zone. IMHO in most cases rebar is a waste of money in this application.

4" panels will give you around R9-12 which is not a lot by modern standards. I'd recommend at least 6" and preferably 12" thick.
