Sodium silicate or Waterglass is a good mortar sealer.

I have successfully sealed F/C two ways.... 1. by adding a dose of
latex paint to the batching process, 2. by staining with Linseed oil
after the curing process is complete.

The particular mix I use does not sand / grind down well. To get a
surface that can hold up to a "Terrazzo" process will require a
significant boost in the binding agents...... portland cement or
polymers.
