My personal opinion is that it makes sense to insulate that foundation,
especially when using a radiant floor. Thermal mass is best placed
inside an insulated living space, not under it and shunted to the
outside.
Of course, my opinion carries about as much authority with Ontario
inspectors as the opinion of your pet dog.
