Trying to achieve R Value off Rubber tires is difficult since the entire Tire+Rummed earth hybrid is extremely not insulative (or thermal mass)
on the other hand you'd miht try to fill the tires wuth insulating metirial such as cellulose, scrap paper, foamed polyethylane etc.
doing this will also require extensive rebar and putting some metal poles to secure the entire thing.
I have built several benches out of rummed earth filled tires and they are extremely strong though not using any rebar beside chicken wire for the outer shell as a base for mud\papercrete stucco.
