Hi, I see one potential problem with circulating a loop of hot water through the heater to overcome flow limits. I imagine that the limit keeps the heater from fireing in order to not make steam. If the flow of cool water through the heater isn’t fast enough, it will over heat and turn to steam. Preheating the water might further complicate the steam problem. The results could be catastrophic.
Local tankless heaters at point of use will probably be most efficient without prior heating. Tank style heaters that maintain stored water at a given temperature are probably better suited to preheated water.
