Cellulose is definitely insulation. Papercrete is often insulation but becomes more of a heat sink or mass depending on how much sand, clay, cement or other non insulation that you add to your mix. If you reread what I wrote below you will notice that I was speaking about earth and adobe (clay) which can form part of papercrete but are not papercrete.
