Yes, I put down a layer of polyethylene and cut long slots in it for drainage. Underneath that is deep sand. I let it dry for weeks before pouring the concrete cap, and the edges of the pc under slab are tied to the foot thick walls. Any moisture that was reintroduced by the concrete has long ago wicked out through the walls and the whole structure is as dry as a bone.
