Papercrete does not work like concrete. It does not "set up" in a couple of hours. You do have to let most of the water drain away, and then it takes days to weeks to finally dry out and get hard. You can often move it within a couple of days if you are careful, but it is fragile in the wet, uncured state.

Concrete has a chemical reaction with the water, and absorbs the water.
