You really need to break the paper down to open fiber level as you can, so that whatever your using with it lime, cement,clay and such can get down into the material. It should be very fluid to begin that process and about the only way to get it there is high impact by water or contact with something. Not to say you could not get it done with the barrel arrangement it just needs that brut force and high water content to get a good mix. Ken

Since it has drilled holes and further down in the suggestions a person added "mixer bars attached inside" - I thought of papercrete potential too.
It wouldn't be of size for large projects, but smaller amounts... maybe. Redesigning load / unload would be possible, I think, and could be another way of mixing things up. I don't think it would shred unless sharp blades and a motor were attached, if this is a factor.
Even dual-duty, composting, cleaned for papercrete round, composting...
The design of the thing is what interested me.
