Heather, according to this link , tissue paper or toilet paper will give you a ceramic like finish. I think the real secret, as pointed about above, is a complete soaking of the paper to break down the fibers. Some of the recipes above include boiling the paper/water mix and then letting it sit overnight.
There are several other good links within this "tome" on papier mache which may or may not be helpful, depending on what you're trying to make. Sculpture? yes. Blocks for building? not so much.
