I think a Papercrete Manual is a great idea. If we are talking about
an "open source" manual with many people contributing, I think due
consideration should be given to using Wiki. Everyone could
contribute and it would grow organically.
As a matter of fact, there already is a Wiki that could easily be
expanded to include detailed mix design, building a mixer,
construction considerations, links to videos, etc.:

Although there is a small learning curve to learn how to add to a
wiki, anyone with expertise to contribute could learn the basics in
probably an hour or less.
The other benefit of using a Wiki backbone is that it will have a
wider audience than just the Papercreters list -- good for promoting
papercrete and for finding other knowledgeable experts willing to contribute.
Worth considering, IMHO.
