Just a little food for thought, have you checked into how big a structure you can build without needing a permit?
Here I can build anything 120sf or less with out a permit but I have read a few bolgs where some areas were up as high as 500sf. This might be an option for you. I have thought that if I were creative I could have a nice little set up of separate units creating a nice court yard that could be covered to catch rain water to be stored in a cistern....
