Should not "infill" be defined somewhere in your statement?

During the chat last Saturday, the Code Team discussed what would be an appropriate starting point. We think that trying to focus on one small aspect will help. Infill is the use that seemed most appropriate. We have now crafted a statement of our INITIAL GOAL. This is our starting point. Please feel free to express your thoughts on it.As a first step toward the comprehensive adoption of high paper fiber content building materials into the International Building Code, Papercreters is advocating the inclusion of high paper fiber content cementicous materials used as infill. During the process of proposing infill to the International Code Council, we plan to take every opportunity to learn what will be required to successfully submit structural and other applications as well as non cementicous materials. During the time spent on this infill proposal we will build the relationships and organization required for future proposals. If the Code Project is important to you, now is the time to make your opinions known. Do you agree with this strategy and this statement? Do you disagree? Now is the time to speak up.
