Glad this has turned into a string of inquiry!
Defining what is a percentage of what can get complicated.let us go back and define some possible goals of what we want from papercrete - low cost, insulating, structural,fire resistant etc..
Structure increases as the cement matrix reaches higher density. Insulating ability remains high as long as fiber is well disbursed. There is no significant loss in R- value at 50% paper filler! perhaps as as high as R-3 per inch. Fire resistant depends on coating the fiber with some kind of cementing element, usually silica based , I.e.clay , Portland cement, Pozzolan, perlite fly ash etc.
What I do is to extend the cement paste by cutting the portland with Pozzolan by 30%. Then I extend further by adding silica aggregate, sand , perlite etc..
Caution with clay as it holds to much water, it is either all clay or no clay .
Lime also holds to much water. I have seen many failure using clay.
Pozzolans make a better cement paste, stable more dense and stronger, lower CO2.
When making standard cement mortar the ratio of aggregate to cement is absolutely critical.
That ratio is three aggregate to one of cement. With papercrete tha ratio can vary. I. Find the best results with 2.5/1 , cement adjusted with 30% Pozzolan
