We pour walls and have done a ton of testing, never have I used that much portland.  By having to use that much portland, all of a sudden instead of being environmentally friendly, papercrete joins the ranks of environmental disaster.  No thanks.  Not needed.

To one 50 lb. bail of newsprint add one sack of portland cement(about 94 lbs) .
A sack of portland is one cubic foot, so add three cubic foot of aggregate ( sand, perlite,glass etc). Essentially you make mortar, then add paper. When all is done and the mix has set. The brick will be ( by volume) half mortar half paper
I have made 30,000 bricks and all other mixes failed to meet standards over time.
