To one 50 lb. bail of newsprint add one sack of portland cement(about 94 lbs) .  A sack of portland is one cubic foot, so add three cubic foot of aggregate ( sand, perlite,glass etc). Essentially you make mortar, then add paper. When all is done and the mix has set. The brick will be ( by volume) half mortar half paper  I have made 30,000 bricks and all other mixes failed to meet standards over time.
