avoid steel belted tires, but "normal" tires can be easily cut with a razor knife IF you keep the blade wet. A trickle from a hose is good. When wet, a razor knife goes through a tire like hot butter. Be Careful! It'll move faster than you expect so keep your body parts out of the way.
