I have tried making bricks with paper only. It works but there is a fair amount of shrinkage. Forms a fairly hard chunk of mulched paper. I also experimented with adding some portland and sand. This mixture kept its shape very well but was considerably heavier . Not quite sure what a 4 x 4 sheet would weigh but I would think that the paper only could be handled fairly easily. I had actually had a similar idea. They sell basically the same stuff in the stores that you then feed into a shredder and then blow into your attic as insulation. As to the stucco. Well there my thinking ran into a snag. Stucco would be quite a bit more rigid than the paper blocks. Stucco also would go on wet. The paper in the wall board would very easily absorb that wet and expand as it did so. This might cause problems with the stucco. If you were to stucco and somehow moisture proof the paper boards, I would recommend that you use a high amount of lime in your stucco mix. Lime allows the walls to breath better than straight portland. Yes.. there is someone on the net who sells these little whisk mixer blades for your drill. One of these actually injects bubbles into the portland paper mix and these are supposed to add extra insulative value to the blocks.
