Without a base that will allow the water to run away, you're relying almost solely on evaporation to dry your blocks. In that case, it's gonna take a while.
Next time consider using a base of sand (on guy here on the list uses 6" of sand under his forms) under your shade cloth.

I don't have any level places for forms so I used dirt as a fill to
achive a level place for my forms, then I put down shade cloth, and put
my forms on that.
