Well I have thousands of burlap bags and an unlimited amount of latex paint.
But does it pass insurance codes?
Does it go on top of just plain plywood?
Do you nail the layers down to secure them until they are dry?

Burlap works just as well and has survived since WWII in Austrailia. google petrified hessian for more info.

Instead of pc I would mix sand, Portland and latex paint {colored or not} and use a criss cross of window screen several layers thick and then paint the mixture on.
