You have to use a lot of water to be able to mix the pulp, especially if you are going to pump the slurry. Most of the water drains out of the papercrete quickly.
PC is not much like concrete, which has to be mixed with a minimum of water for strength. After most of the water drains out, the PC mix reminds me of potter's clay in workability. Unlike concrete, which sets up in a matter of minutes or hours, PC takes days or even weeks to cure.
While PC ends up with some compressive strength, in the range of 200psi to 400psi depending on the mix, it never has much tensile strength. That is why it is normally used in thick walls or floors where little tensile strength is needed. When PC gets wet after curing, it will absorb water like a sponge, and will become soft. You want to avoid that with good sealing, or have good support that will hold the wet mass.
