There are vast areas of west Texas that are uninspected. While these areas technically fall under state codes, there is no enforcement (other than septic tanks). I live in such an area, in papercrete.

A friend just bought 30 acres near Cornudas for a couple of hundred dollars an acre. Financing? A couple of grand will buy ten acres. He found his through ebay.

I have heard that papercrete can be permitted in Silver City, NM though the one project that I am familiar with was a disaster for other reasons.
