I tried a flat roof once. Before I got it sealed, we got a heavy storm that dumped a lot of water into 18" of pc, and before it was done the roof came down. I think that it would have been OK but I was out of town so couldn't do anything during the storm to stop the absorption. If you are doing a flat roof, definitely get a good seal on it.
I also looked at shipping containers, but decided against them for several reasons. I didn't like the basically 8x8x40 layout which is too reminiscent of older house trailers, and the touted "hardwood floor" was not what I expected. Until you get it insulated it will be really hot in the summer and really cold in the winter, not livable, so you can't really live in it while you make pc and insulate. With 12" of insulation you would get r36 more or less, but why restrict yourself to the shape of a container? Just make a pc house without the metal inside, and in whatever shape you want.
