Capitol Cement carries cement products but I think they resell flyash or can get it and sell it. Boral and LaFarge handle the majority of the flyash products in Texas.
There are two coal fired power plants near San Antonio. Somewhere around here I have a list of all the plants in Texas and what they produce.

I don't know how easy or hard it would be to get it from a local plant. Most plants are extremely hard to get into just to talk to someone. I spent a summer doing construction work at a local plant and it was murder to get onsite and I was authorized too. I imagine it is worse now after 9/11. There are many additional security regulations that went into effect since then. Heck we have to secure our sewer treatment plant against terrorist attacks so a plant has to be much worse.
