I'm just north of San Antonio so probably 70 miles from you or so.
Fly Ash can be had from most concrete supply specialty stores in central texas. (Rufus Walker and Sheplers come to mind locally) Check to see if they have Boral flyash-class c (Boral is the brand name they may also have LaFarge) which is most common. On standard concrete you usually would not use more than 40% by weight. Flyash sets up slower but continues to build strength over time if there is sufficient calcium to bind with.
For larger quantities of both cement and flyash check with these same concrete suppliers or with a masonry supply and buy it by the pallet. Transfer cement to barrels that can be made air tight or keep in a dry room. You should get a price cut when you buy pallet quantities and cement is usually cheaper at a concrete\masonry supply store but shop around.
You could also try getting directly from the manufacturer (Capitol Cement) but I think your overall quantity will not make their bulk rates. Check with local concrete ready mix plants also they may cut you a deal. (Ingram, Martin Marietta, Vulcan etc.)
