If there are rubber seals, then a torch would not make sense.
However. What about a heat gun? It would provide a much more gentle heat. Perhaps the wand could be put in the freezer for a few hours to get everything nice and cold. Then remove it and heat the outer surface with a heat gun and try turning with an allen wrench at the same time. Hopefully the brass has enough thermal mass to stay fairly cold while the aluminum will expand more quickly. That might be just enough of a difference in expansion to help the thing let go.
It's kinda like a reverse press-fit process.
I'm just guessing, of course. My idea may be "full of hot air."

I would think that it is removable, especially since aluminum and brass don't bond so well, but it is definitely put in tight for the pressure. If you could get that rotating collar off then it might be easier to work with.
I'm definitely interested in the solution since that looks like my wand connection. I am being careful to not break it, but if I ever do it would be nice to have a ready fix. When I looked at replacing my long wand with a shorter one I had a couple of fittings on the ss tube that were really tight. I got one off but the other would not budge. I didn't want to bung the tube so didn't clamp it in a vise, but a strap wrench might do it without gouging it.
Heat and vibration do wonders for tight threads in some situations but they might not be applicable here.
