There is no need to disassemble. Jack up one side of the tow mixer
so one tire is off the ground. Rock the wheel, first clockwise, then
counterclockwise. If the brake is frozen, you will not be able to
wiggle the wheel. If the differential is rusted up, you should be
able to wiggle the wheel, even if only a little bit.
Of course, if the brake is rusted, the only solution is disassemble the brakes.
Then check the other side.
