It is more likely the travel effect of vehicles on certain road surface
types. Similar to how the wind picks up waves on the ocean. Usually it
can be avoided by using a road surfacing with a higher clay content to
prevent the formation of the fine loose surface that moves easily to
create the washboard effect.
