Actually this is a regular practice in India while painting newly built houses.
The painters use white cement in water to a paint like consistency (not too thick but just enough ) and apply it over the freshly plastered (cement + sand mixture) walls.
This mixture closes the pores on the plastered walls and acts as a base coat for the emulsion paints. This process reduces the actual paint consumption and works out to economy
