Well, for birdhouses I probably would not use AE because it has an unpleasant odor and would probably repel wildlife. Anything you consider should be checked for toxicity since the birds will be raising babies inside.

Papercrete does not fall apart when it gets wet, it just gets wet. It does lose some of its dry strength until it dries, so I suppose you could break it up if you tried. For something thin like I envision a birdhouse you probably want a lot of cement to make it more durable, and then a good exterior paint should do it.
