I would stick with either Borax or a Borax heavy Borax / Boric acid solution. Just from my reading, Boric Acid has some potential to cause minor problems if leached, whereas Borax is less or none, depending on what you read.

I would guess that if it was constantly wet and drained across the entire substrate you would have leaching of some amount. Having done no experiments with it, I don't know how much.

I do know that the cellulose insulation fibers are impregnated with some borax or other insect / mold deterrent as well, so perhaps it would be bound in during the initial calcification (right word?) of the PC as well.
