PH of 7 is neutral. Not acidic nor alkaline.
The white scaling is likely something coming from your clay soil that
you're adding. It likely will clean off easily with a wire brush
once dry if it is an objectionable mineral scaling.
Please be absolutely certain that it's not some kind of mold or
fungus. Misidentifing and neglecting something like that would cause
big problems later.
