PC is not waterproof in and of itself. Think of it more like wood
than concrete. It would need to be waterproofed in some manner or
protected from standing water if you wanted no water absorbtion.
Mildew protection can be added with Borax or other additives and
various things make it less susceptible to water, but I would
generally recommend against it if you expect flooding, large amounts
of snow on the house for long periods of time, etc. Others opinions
may vary. And even with all that, I would still recommend you
consider it for other uses, such as inexpensive insulation INSIDE
whatever walls you do use, as a stucco or as a wall building
material itself.
