I don't honestly know. I guess that's one of the reasons they want to build several safety steps into it. In the case I was talking about, the wires got hot, and the insulation was soft, but it wasn't actually dripping off.

I can attest that romex will get hot & melt if you have a short. Those wires will glow if you pump enough current through 'em.
