Has anyone used utah?  If you pour it how long to cure?

Amounts of sand, clay and portland cement?

You might try building the fish container out of PC then once finished coat the inside with several layers of Ferro Cement, go to http://ferrocement.com/aquaculture/aquaculture.en.html
