No, the IRC is included in the IBC, which has been in place in NM for years. I have several construction licenses in NM and all of the tests were based on the IBC for at least the last five years. No need to panic, they were just adopting the latest edition - that top webpage was from July 2008. Similar to the National Electrical Code, the IBC is a standard that is adopted by reference in many jurisdictions, with local modifications to meet local practices. I haven't heard of any movement for a federal code enforcement.

The IBC is the code we were trying to get into with the code committee, which hopefully is being revived now. Anyone interested please contact me off list - we can do it if we put forth the effort.
