I did not see your original posting, and it is becoming obvious from seeing replies to messages that I did not see, that yahoo isn't getting all the posts out to all the members. They seem to do this periodically, and with some groups it never gets straightened out.
Anyway, to address your original question, if you plan on using pc for pots and garden containers you will need a high cement ratio and will need to seal it well. Several folks have added recycled acrylic paint to the mix and the result is supposed to be waterproof.
For a countertop, I myself would probably use ferrocement instead of papercrete. With such a small amount of material there won't be much savings by using papercrete, and the resulting countertop would be relatively soft and prone to wear, not to mention that it would need a really good seal that is also heat resistant.
No reason to not use pc on your chicken house walls, just seal it well and protect it from drip and splash with a good footer and nice overhang. I have pc that has been in the weather for nine years unsealed, and it is doing fine - however we get less than ten inches of rain a year so YMMV.
