Wow, all these replies to a simple question - that's mind boggling!  Anyway several quick comments then I'll shut up.  The other and probably most important function of the codes is to protect the home-builder.  Not from building his own home, but from some shanty contractor from taking shortcuts to save money and time.
 
As far as construction of a papercrete house:  A papercrete house is a rigid structure unlike a framed house which is meant to flex and give and not destroy its integrity.  When a rigid structure flexes it causes problems.  Although it might not be readily noticeable.  That was my main concern when asking the question I did about papercrete and rebar.  I do not want my blocks to separate or my stucco to crack so I need to place a bond beam on top to add to the rigidity.  Codes, common sense, and networking such as this is a great way to get answers to simple questions.
