I am a bowyer of traditional longbows and have tried many different materials for targets. By far the easiest and least expensive is burlap and plastic. Buy a couple yards of 42" burlap at a fabric store, fold it in half, sew along the seams to close it within 8" of being completely closed. Use the 8" opening to stuff used plastic (any poly film from old construction sites, black plastic from the garden, grocery sacks, bubble wrap) in it to puff it up fat. Sew the 8" opening closed and VIOLA!
Your arrows will pull out of this with two fingers. It is not intended for broadheads but field points only.
Papercrete will work fine but it is like pulling an arrow out of a tree after an errant shot. I've broken two arrows trying it.
