I have added both elastomeric and random latex paints. I find a few
cups of elastomeric or latex paint per 5 gallon bucket will at least
make the mix sticky. Add a liter or so to each 5 gallon bucket of
papercrete stucco and that becomes a nice sealer. The elastomeric
roof sealer I used was $90 for a 5 gallon bucket. You can make it go
a long way by mixing a liter at a time with your home made papercrete
stucco. I do not know the exact costs.
Yes, the youtube video you have linked to is the tirolessa. This is
also the tirolessa spraying a old latex paint additive. Both videos
were made by me on my property.

I have both painted and sprayed the prickly pear paint. I like using
it best with the tirolessa and a papercrete mix as stucco. Because it
prickly pear paint is so expensive you can add large amounts to your
papercrete stucco for a good seal. I like to have a 3/8" thick
papercrete stucco. This needs to be done in several passes.
My PC mixer takes care of the prickly pear and lime. Thats how I make
60 gallons at a time.
