A week ago, I believe it was Duane (since he is not signing his posts today) posted an article:  "The role of boron in
flame-retardant treatments" which stated that:  "Borax tends to reduce flame spread but can promote smoldering or glowing, On the other hand, boric acid suppresses smoldering but has little effect on flame spread."
Since most home fires start from smoldering (rather than a blow torch), boric acid by itself would seem to be very effective fire-preventative.
 
I believe Duane's idea of first soaking the paper in the boric acid solution is the best way to go.   I don't believe the idea of soaking the pc block in boric acid after it is made would be effective.   The reason is that both borax and boric acid are only slightly soluble in water.    Soaking the paper first would at the very least coat all the paper with boric acid, but soaking the block afterward would only coat the surface of the block.   Perhaps the boric acid would go a bit deeper, but the pc block would act as a filter blocking the passage of the boric acid crystals, so it is doubtful that it would go as deep as the water.

Very interesting. I am wondering if the same would hold true if you
were to form the block normally, then soak it afterward in a Bora-core
type mixture (boric acid, borac and anti-freeze, properly dissolved).
This is know to penetrate several inches into dry wood, even, so it
should work.
