Hello Murrey, this is Clyde Curry. Both high strength and low shrinkage can be obtained by filling the mix with aggregate as you would with conventional mortar. Here is a mix I will personally quarentee as I have made over 30000 of these blocks. Begin by supplying 2.5 lbs of cement per lb. of dry paper fiber. 37.6 of fiber and 94 lbs of cement , volume of cement would be 1 cubic foot add 2.5 times that volume of aggregate- I suggest perlite or reground styrofoam - this will make the mix drain and lower shrinkage - I suggest that 12 % of the weight of cement be replaced with Pozzolan ( as in metakaolin ) this will help lower moisture retention-
