Papercrete in its simplest form is basically papier maché with portland cement as the binder. It works a lot like clay, so yes you can make sculptures from it, and you can paint it. For something 2' high you may need an armature to support the weight.

You'll probably want to wear gloves to keep the alkalinity away from your hands, or lather up with vaseline or bear grease or something.
