If the code specifies 12" overlap then the inspector is out of line by insisting on 24" overlap and your friend should have fought it. Removing screws and replacing them with nails is absolutely stupid unless you're talking tiny screws vs large nails. It sounds like the inspectors in your area are overzealous and perhaps not overly qualified. That does not invalidate the codes, just your local enforcement of them. If it meets or exceeds the code, they should pass it. Which county do you live in? Statewide in NM the majority of inspectors seem to be good, but some areas fall into the "good ole boy" routine.

Listen to SG, and use the codes as a starting point. Money is an object, but your life is worth more.
